【技术控】通过ICANN投诉转移域名，附投诉方法

国内现在存在很多参差不齐的域名注册商，在一些一级服务商下边还有跟着混饭吃且服务态度更加恶劣的二级三级甚至四五六级代理商。

其服务之恶劣主要表现在：续费花费过高并且想方设法阻止用户转移域名，不是不提供转移码就是转移要收费。

年初在某代理商35元低价注册了一个com域名，一般代理商都会采取低价注册、高价续费的策略，并且阻挠转出的做法来达到后期盈利，并且服务体验很差。实在没办法，快到期了打算转移出来，在代理网站上找了半天看到了转出功能，但是转出的要求极其麻烦：

1.需要提出申请

2.需要上传身份证认证

3.需要邮寄证明域名所有权、身份证复印件等等各种材料

4.收取服务费等等

总之就是不直接干脆的给转移码。

针对这类注册商、服务商，ICANN管理很严格，可以直接通过到icann投诉获取转移码。

所要做的仅仅是：填写发送投诉函，耐心等待几天就可以。

下边附上投诉函，大家有需要也可以通过这种途径投诉转移

I bought a domain(******.com) in early 2013.

I decided to transfer my domain to other for the better service and lower renew price.

But the agent did not provide the auth code to me because the agent want to get the transfer fee which will cost me **RMB.

I think Im the domain’s owner and I have the right of transfering my domain by free. But many domain agents in China (not only my agent)always set up many check points and collect fees to avoid customers transfering domain out of them.

Pls ask 注册商网址或者代理商网址.com(or 注册商网址或者代理商网址，有多个就写没有就不写.com) send the auth code of 你的域名.com to its owner email and regulate the behavior of Chinese agents.

具体投诉方法，顺便补充一下

投诉地址地址：http://reports.internic.net/cgi/registrars/problem-report.cgi

打开后可以选择改成中文（但是投诉填写资料时会重新变到英文）

看到take action  选择Transfer Domain Name to Different Registrar

在About Auth-Codes后边选择 Transfer Complaint Form

1、Name 填写您的名字 最好是注册域名时的所有人 可查询whios信息得到 必填

2、Organization(if any)填写组织机构，选填

3、Email 填写你的邮箱地址，最好是注册域名时的email，方便联系  必填

4、Telephone Number填写您的电话

5、Domain Name 您要投诉的域名 必填

6、Indicate the reason(s) why the transfer of the domain name was not successful 选择为什么转移域名不成功的原因，也就是投诉理由 必填

根据自己的原因认真选择，不要乱选

My registrar blocked the transfer because I did not pay the transfer fee.

The registrar blocked the transfer because I have not paid for a pending or future registration period.

这两个选项可以打上勾（因为我的是由于转出需要费用）

7、Please indicate which of the following you have completed in working with your current or losing registrar 选择你已经做过的努力但是还是没有成功获取转移码的行为

根据具体原因认真选择

I asked the registrar to provide me the auth-code, but it was not sent within the 5 days following my request. 我勾选的这个，向注册商申请转移码但是超过5天没有发送

8、Please provide additional comment or details 写上您的投诉事件，简单清楚即可。参考上边的投诉范文

然后提交即可，接着等待ICANN的邮件，邮件里会有详细指示，不出意外很快就会得到注册商发来的域名转移密码。

如果原注册商擅自限制或拒绝域名转出，域名持有者可以按照以下方式进行投诉；
